From resettling displaced families to promoting young athletes and showcasing local culture, Bishnupur in Manipur is witnessing a series of initiatives aimed at restoring lives and creating new opportunities. Leading these efforts is IAS officer Pooja Elangbam, a 2018-batch officer of the Manipur cadre, currently serving as Deputy Commissioner of Bishnupur.
Since the outbreak of conflict in Manipur, Bishnupur has hosted one of the largest populations of internally displaced persons (IDPs) in the state. Elangbam has prioritised rehabilitation, resettlement and livelihood restoration, recognising the immense challenges faced by affected families.
"Our focus has primarily been on resettling displaced people wherever feasible. Over the past six months, we have successfully resettled around 3,000 people," she said.
The administration is helping families rebuild homes that were damaged or destroyed during the conflict while restoring essential community infrastructure. To support livelihoods, displaced families have been provided with looms, sewing machines, poultry units and opportunities to start small businesses. The formation of women's self-help groups has also played a significant role in strengthening community resilience.
To address health and well-being, regular medical visits are conducted at relief camps, while NGOs and other organisations provide mental health support.
"The whole idea was to ensure that people receive proper medical care and the psychosocial support needed to cope with their emotional distress," she explained.
Skill development has emerged as another key initiative. Nearly 100 displaced youths underwent hospitality and cabin crew training in Delhi, with around 80 per cent subsequently securing employment.
"It has been extremely satisfying to see young people, who were once struggling with trauma and low confidence, realise their dreams and contribute to their families," she said.
Sports development is another major focus area. Manipur has long been recognised as a sporting powerhouse, producing athletes who have excelled at national and international levels. Bishnupur is home to several talented sportspersons, particularly in football, boxing, badminton and water sports.
To nurture grassroots talent, the district organised a girls' football tournament featuring more than 18 teams from across Manipur. Talent scouts identified promising players for advanced training. Building on this success, the district is preparing to host its first District Olympic Games, featuring 16 sporting disciplines to create a pathway for future national and international champions.
"Even with limited resources, many sportspersons have overcome tremendous obstacles. For example, several players in the Indian women's football team, including the captain, are from Manipur. We want to support them in every way possible," she said.
Tourism remains another priority. Bishnupur is home to Loktak Lake, the largest freshwater lake in Northeast India, and Keibul Lamjao National Park, the world's only floating national park and the natural habitat of the endangered Sangai deer.
To promote the district's rich culture and heritage, the administration organised the Loktak Literary Festival, bringing together writers, artists, students and members of the local community.
